Dave Kovic (Kevin Kline) has a regular job running a small temporary employment agency in Baltimore. He also has one unusual quality: he looks exactly like William Harrison Mitchell, the 44th President of the United States. Meanwhile, it seems President Mitchell has taken to discreetly employing look-alikes to double for him in public appearances, so that he may use the time for other, non-executive, pursuits. His wily Chief of Staff presents Dave with a "unique opportunity to serve his country," recruiting him as a one-time stand-in for the President. But things don't turn out exactly as planned. When President Mitchell is suddenly stricken mortally ill, Dave finds himself continuing his masquerade as America's Chief Executive... indefinitely. Fascination with the novelty of his situation turns to panic and then to determination, as Dave finds himself caught between the ambitions of a group of powerful people and his own basic ideas of right and wrong. In a country where anybody can become President, anybody just did.
